please make sure you're using a Xen-3 kernel. Use:
objdump -s -j __xen_guest netbsd-INSTALL_XENU

You should have XEN_VER=3.0 in there; if you see XEN_VER=2.0 it's the
wrong kernel.
If that's not the issue then it may be that your tools are too old.
Grab new Xen kernel and tools from
http://www.cl.cam.ac.uk/Research/SRG/netos/xen/downloads/
