I think you need a PAE kernel, something like:
http://ftp.netbsd.org/pub/NetBSD-daily/HEAD/200804120000Z/i386/binary/kernel/netbsd-INSTALL_XEN3PAE_DOMU.gz
 or 
http://ftp.netbsd.org/pub/NetBSD-daily/HEAD/200804120000Z/i386/binary/kernel/netbsd-XEN3PAE_DOMU.gz.
