Yes. non-PAE support has been dropped in Xen 3.3. There was a discussion
about this in the "Xen 3.3 News" thread.

Oh, I didn't notice, PAE is domU only.
In that case there are three ways:
a) use amd64 as dom0
b) get dom0 PAE support
c) downgrade to Xen 3.1.
