Problem with running multiple hvms

I have three hvms (freebsd, windows 2000, and netbsd). I can run any
given two, when I run a third I get the following error.

Error: Device 832 (vbd) could not be connected. Hotplug scripts not working.

I am able to see it with xm list, until it dies.

I have two gigs of memory, so it's not a matter of that. I'd like to
fix this. Could someone tell me how to find more information? Should I
do a ktrace, and what would I be looking for?
