(1) it assumes they are all in the same broadcast domain, which they
may not be; (2) it assumes the dom0 communicates with them constantly
enough that, when you check, it still has them all cached; (3) it
assumes that all addresses communicate actively.

Each of these may be perfectly reasonably be false.  Indeed, it's not
much of a stretch for all three to be false at once on the same setup.
