I just did this (with a real address)

foo root 3 ~ #> arp -s A.B.C.254 a:b:c:d:e:f
foo root 4 ~ #> netstat -nr |egrep 254
A.B.C.254      0a:0b:0c:0d:0e:0f  UHS         0        0      -  xennet0

foo root 5 ~ #> uname -a
NetBSD foo.ir.bbn.com 5.0_STABLE NetBSD 5.0_STABLE (XEN3_DOMU) #0: Mon Jul  6 
09:35:20 EDT 2009

Is the address you are using within the configured prefix of xennet0?
