I just tried with a win2003 domU. With the e1000 emulation I can't ping another
domU on the same domain, but this works with the rtl8139 emulation it works.

Did you try to tcpdump both tap interfaces when tring to ping ?
tcpdump -e -vv may be needed to see all interesting parameters.
