I would rather recommend a very minimal dom0, with just an ssh running
inside. It's a critical domain, you can't really leave everyone and
everything running inside, GUI apps included.

There is nothing quite straightforward, sadly; I would avoid desktop
applications (like virt manager) for this task, they all require X to be
installed somewhere, and are not really build for VM management "a la EC2".

Maybe Openstack/Cloudstack, I did not have the time to test them.
