The balloon driver works for domU. You can use it to set memory
reserved for the domU via "xm  mem-set", or via "sysctl -w
machdep.xen.balloon.machdep=xxx"

What you can't do is to "hot-add" more RAM to the domU.

I haven't tested balloon on dom0, but there's no reason why it
shouldn't work.
