This is probably the same known bug, I think in the kernel, that I
encountered with 7.1 running with Xen-4.8.  I believe upgrading to 8.x
will eliminate it.  It can be a bit of a chore to upgrade Xen at the
same general time as upgrading the kernel, and as I recall it is not
necessary (I think I worked around the bug initially by just using the
change I found as a quick patch), but it is probably worthwhile to also
upgrade Xen (along with all other packages installed in the dom0).
