I think there is a bug, but it's that when you configure dom0 memory,
autoballoon ends up enabled, whereas the doc says the default is auto
and that auto means "no" if memory is configured and "yes" if memory is
not configured explicitly.   But that's all that I think is wrong with
ballooning in dom0.
