probably not the best combo. I am running dom0:
NetBSD 10.99.2 (XEN3_DOM0) #0: Tue Dec 27 03:19:40 EET 2022
with xenkernel415-4.15.4
and that is rock solid with netbsd 9 and 10 kernels i have installed as domUs up to 10.99.2

probably a good idea to try xen 4.15.4
