Fix spelling error in panic.  Double since of ResHndls[].  Use I/O kludge on
all systems, not just CLASSII--A bunch of Quadras apparently have hardcoded
I/O addresses in the ROMs, too.

(off PrimeTime)--all others appear to use 25MHz.
