Pull the LED frobbing code out of machdep.c.  Since there is more than
one LED on an hp300 SPU, rename the file to indicate plurality.

- Make "USELEDS" a defopt'd option, so we can generate dependencies on
  it.  Conditionally compile leds.c on USELEDS.
- Rearrange mainbus and intio declarations slightly.
- Add declaration for the forthcoming "frodo" driver.
