Log Message:
Initial import of bzip2, a block-compression archiver, into the NetBSD
packages collection, from the FreeBSD port.

As pointed out by Charles Hannum, the author of bzip2 thinks it is
patent-free, so this should be used in preference to the older bzip
package.
