Log Message:
Add a checkver target to bsd.lib.mk.  This target executes the checkver script 
to find installed shared libraries with major/minor versions that are too big.  
The realinstall target now depends upon this target so this check is done 
whenever a library is installed.  The check may be disabled by setting 
NOCHECKVER.
