Temporary fix of UTC -> time_t conversion:
1. changed to use timegm(3) on NetBSD and
2. supply alternative code for other Unix-like OSs
(NetBSD ftp shall be portable for some reasons :-).

This fix closes PR #6448.

NOTE: This should be fixed again if a portable UTC to time_t
conversion method is specified in some standards.
