Tweak the previous change:  installing compile_et and mk_cmds to a non-root
DESTDIR is nonsensical, since they won't be in the exec path.  Since
installing them somewhere other than DESTDIR violates the principle of
least astonishment, we skip this step if a non-root DESTDIR is specified.
