Update ntp4 to 4.0.97d.
Highlights since 4.0.97:
- -Adds listen_to_virtual_ips support (-L flag)
- -Adds support for Trimble OEM Ace-II receiver
- -Patch to run Oncore on systems w/o hardpps()

- -Assorted lint clean-ups
