Log Message:
for gif interface, sync IFF_RUNNING with IFF_UP.  it does not
make sense to leave IFF_RUNNING during !IFF_UP (it is pseudo interface
so we need to immitate - or is it okay if we don't raise IFF_RUNNING?)
