   don't look at $HOSTALIASES, if issetugid() says the binary is dirty.


i really hate this change.  now a whole class of binaires don't
work right any more for me.  this is why i have *never* liked
issetugid() -- it is a hack that kills useful functionality if
it is to be used "correctly".
