Update gif2png to 2.4.0.  This closes PR 12000 by Tomasz Luchowski
<zuntum@eik.pl>, thanks!

Changes are:
  2.4.0: Added -t option to enable conversion of transparent images.
  2.3.3: Handle malformed (zero-length) GIF comments without coredumping.
         This was Debian bug #59830
