Log Message:
convert sparc64 to use `makefs' rather than vnd/newfs/mount.  this severely
cleans up a lot of the processing here.

XXX: note that the sparc64 "INSTALL" kernel's file system has a copy of
GENERIC in /netbsd.  fix this shortly.
