Log Message:
Make tun interfaces perform auto-creation.  This means that if a
program opens /dev/tun# and tun# has not been SIOCIFCREATE'd already,
it will be SIOCIFCREATE'd automatically.  FreeBSD's tun interfaces
behave in a somewhat similar fashion.
