* Add "makesetfiles" target, to populate etc/mtree/set.* with maketars -S
* Some MAKEVERBOSE support.
* Add some variables to simplify various rules.
* Simply script startup by replacing ${SETSENV} with ${SETSCMD}, which
  cd's to ${.CURDIR} before doing the work.
