Sync to src/lib/libc/inet/inet_ntop.c rev 1.2.
Notable changes:
* Update ISC copyright.
* Use NS_IN6ADDRSZ and NS_INT16SZ instead of equivalents without NS_ prefix.
* Use socklen_t instead of size_t.
* Use strlcpy instead of strcpy.
* Improve bounds checking.
