Pull up revision 1.8 (requested by bjh21 in ticket #639):
NetBSD.cf unconditionally turns on XKB_ALWAYS_USES_SOFT_REPEAT.  Do the same
here so that auto-repeat works in, e.g., Xsun.  This should solve
PR port-sparc/28908.
