   if db_onpanic is -1, do not invoke any ddb functions at all when handling
   a panic.  This allows ddb's behaviour on a panic to be controlled via
   sysctl rather than just compiling it in/out.


before you go changing this ANY MORE please discuss exactly what you
want and get some consensus on what you are doing?  it has not yet
been shown that your new option is necessary -- we have a far more
general facility for that.  unless you can get consensus that your
changes actually add a feature rather than bloating the kernel with
already available options, all of your changes should backed out.
