Log Message:
Adapt for timecounter changes.

Add FreeBSD's "tvtohz()" function to avoid the bogus "splfoo(), add
time, call hzto() which subtracts time" sequences, and add new tstohz()
function that does similar for timespecs.

Add compatibility routines so ports not yet converted to timecounters
can use the timecounter get*time() calls.
