Log Message:
Deal correctly with hard-linked timezone (synonym) files during
the copy from the build directory to the DESTDIR.
/usr/share/zoneinfo is now smaller & use less inodes again.
Fixes problem I introduced in rev 1.37 on 2004/01/30.
