My recollection is that the preferred language variant is the one
that the original author used and that within a file (or set of
files), it should be consistent. It would probably be a good idea
to note if the localization is not En_US (is that the right
notation?), since that seems to be the prevailing dialect used
in the tree.
Does this match your recollection, Al? Was there ever a consensus,
or did people eventually decide to get work done instead of continuing
the discussion?
