Log Message:
Add kadm5_err.h to DPSRSC (as is done in libkadm5srv) otherwise we
fail to create many of the .d files because kadm5_err.h isn't created
early enough.
I dunno why this ever worked, but mu hacked make is clearly building
stuff in a different order.
