Log Message:
- mutex_spin_enter: avoid SPL NOT LOWERED... errors when running with
  preemption. This could also fix similar errors seen with softints.
- Adjust code slightly to try and avoid mispredicted branches. The branch
  hint prefixes are apparently of little use.
