Log Message:
Clean up the savp_wokenq_head queue. Since it used l_forw, which
is now l_runq, make it a TAILQ.

Update l_priority on-par with recent change to kern_exit.c. Needs
comparable thoughts.

In sa_setwoken(), move the list manipulation down to when we have both
the process and lwp locks held.

ifdef-out vestigial code consisting of sa_vp_reposess() and
the bottom half
