That was true ten years ago. Today, they should be xml-based:
installed using an xml version of mdoc and rendered using browser-side
xsl. :-p

I think it would be nice if we had a complete (and searchable)
browser-readable documentation tree, but since we don't I'm not at all
convinced that html man pages are useful. Having them work is great,
but they should be off by default until the remaining steps are taken.
