I would say No, it isn't a binary compatibility change.  A new algorithm
has been added, and it won't work on old systems.  The new algorithm
is used by default when a new cgd is created.  However, backward
compatibility is retained because the old algorithm continues to be
available under the old name, and existing cgds that use the old
algorithm continue to work on new systems.
