Possibly, but in practise large numbers of manufactured cards
used to have 'locally assigned' addresses.
Not to mention those with unassigned manufacturer ids, and those
with bit-reversed ids!

Also since addresses only have to be unique within a LAN segment,
any random address is likely to be ok (except multicasts).
You could use 72:6d:70:xx:xx:xx :-)
