Pull up following revision(s) (requested by tsutsui in ticket #153):
        share/man/man9/time_second.9: revision 1.2
- reorder description per meanings
- note header files in SYNOPSIS
- remove obsolete internal description about hardclock(9)
- note that microtime(9) and microuptime(9) family functions are prefered
  for atomic operation (from FreeBSD's time(9))
- add more related Xrefs
