Work around another bunch of places where Solaris' /usr/xpg4/bin/sh
can't handle for-loops with no arguments ("for foo in") which result
from empty make-variables.

One step further in getting NetBSD cross-compiling from Solaris 10/x86.

Tested on the netbsd-5 branch.
