-introduce a "COMMON_CONFIGURE_ARGS" variable which is included by
 both CONFIGURE_ARGS and NATIVE_CONFIGURE_ARGS to reduce duplication
 between tool and native configuration
-allow to pass a "--with-arch" argument to both configurations
