- include rmixl_intr.h
- obtain interrupt routing mask from obio_attach_args,
pass along to rmixl_intr_establish
- cut out some dead (#if 0) code
- in rmixl_pcie_intr_establish(), construct interrupt event name
in the interrupt dispatch structure, not on the stack.  also
improve the name.
