Pull up following revision(s) (requested by lukem in ticket #1370):
        usr.bin/ftp/extern.h: revision 1.78
        usr.bin/ftp/fetch.c: revision 1.192
        usr.bin/ftp/util.c: revision 1.153
Parse HTTP 'Date' entries in the `C' locale rather than the user's.
Fix from [bin/42917] (with minor changes), from KAMADA Ken'ichi.
