Log Message:
Catch up with Q2V -> QL renaming
Enforce limits for quota2.
pass quota type (*QUOTA) and limit type (QL_*) to
KAUTH_REQ_SYSTEM_FS_QUOTA_NOLIMIT, to make it possible to skip
limit checks for some quota type only if a listener wants to.
