Pull up following revision(s) (requested by tsutsui in ticket #1676):
        tools/compat/configure.ac: revision 1.71
        tools/compat/configure: revision 1.71
        tools/compat/nbtool_config.h.in: revision 1.24
Test for <sys/endian.h> and provide HAVE_SYS_ENDIAN_H.
Fixes FreeBSD hosted builds (PR 42440 and PR 42470).
