Fix "Define compile rules in sys/conf/Makefile.kern.inc ...".

Use `.if !commands(xxx)' to check if `xxx' has a defined, overriden rule,
instead of `.if !targets(xxx)'.  The latter evaluates as true even when `xxx'
has an empty rule to define a dependency.
