Tweak mutex_enter(softnet_lock) position

The previous code took locks the following order:
- LLE_WLOCKs
- mutex_enter(softnet_lock)
- LLE_WUNLOCKs
- mutex_exit(softnet_lock)

This fix moves mutex_enter(softnet_lock) before LLE_WLOCKs.
