Pull up following revision(s) (requested by roy in ticket #1243):
        sys/netinet6/raw_ip6.c: revision 1.150 via patch
        sys/netinet6/in6_pcb.c: revision 1.149 via patch
Allow explicit binding to detached addresss.
Fixes PR kern/51435.
