Log Message:
Several changes:

 * Move the structure definitions into frag6.c, they should not be used
   elsewhere.

 * Rename ip6af_mff -> ip6af_more, and switch it to bool, easier to
   understand.

 * Remove IP6_REASS_MBUF, no point in keeping this.

 * Remove ip6q_arrive and ip6q_nxtp, unused.

 * Style.
