Log Message:
Add the PR_LASTHDR flag on the PFsync and CARP entries. Otherwise a
"require" IPsec policy is not enforced on them, and unauthenticated
packets will be accepted.

Tested with a require-AH configuration. Sent on tech-net@, no comment.
