Add definitions of AMD's CPUID Fn8000_0008 %ebx.
Decode AMD's CPUID Fn8000_0008 %ebx.
Use macro.
Add MCOMMIT instruction.
Define CPUID_CAPEX_FLAGS's bit 10 correctly.
